Literally EVERYWHERE there's dirt! If you don't want your dwellers to become mole rat snacks, avoid building next to dirt. Elevators are your best friends here.
Had a mole rat problem in my game - they popped up in a water treatment room right next to dirt. Lesson learned: keep your rooms surrounded!
