Honestly, Blue Spider Lilies are pretty rare. Just keep exploring different locations during nighttime and hope for the best.
I found mine near the outskirts of Wop City, somewhere between the trees. Just gotta keep looking and get a bit lucky!
Check near the Butterfly Mansion in the evenings. Those pretty flowers like to bloom in the dark but be prepared to run into some tough baddies!
