Try looking at the Town Map; your horse might be waiting in another area. Horses like to explore just like our Sims!

Just restart the game. Worked for me when my horse pulled a Houdini act!

Honestly, horses in The Sims FreePlay are like ninjas. If it's not at the stables, check all your lots. I know, it's a lot of virtual running around, but hey, worth it for your equine buddy!
