In the Pokémon anime, Professor Oak had a Pikachu ready for Ash because the three starter Pokémon were already taken. It's never exactly explained where Oak got Pikachu, but he's a top Pokémon researcher, so he probably had one on hand for research purposes.

Professor Oak is a legendary Pokémon researcher, he probably found Pikachu on one of his many field studies. The guy has connections!

It's never really explained in the series, but since Oak is a Pokémon Professor, it's likely he found Pikachu in the wild or received it through his research connections.
