They spawn every 60 minutes (if no one picks them up, they despawn in 20 minutes) after the server starts. Try looking under trees!

Devil Fruits can spawn randomly under any tree in the First Sea. Happy hunting!

Fruit spawn locations are random, but I've had luck finding them near Middletown and Pirate Village.
