Grass Tufts in Merge Dragons are primarily obtained by healing dead land in your camp or during levels. As you heal the land, these little green guys pop up ready to be merged into bigger and better greenery. Sometimes, you can also get them by merging three or more Fruit Tree Saplings, which is a neat trick if you're farming them on purpose.

I totally thought Grass Tufts just showed up randomly, but turns out, healing land is the main way to get them. Had a moment of enlightenment when I finally merged those Fruit Tree Saplings and some popped out. It was like, 'Oh, so THAT'S how it works.' Mind blown.
