You can find lead in sandstone outcrops scattered around the Grassy Plateaus, Kelp Forest, and the Safe Shallows biomes. Keep an eye out for those slightly tan-colored rocks!

From my experience, the Safe Shallows biome has a decent amount of sandstone outcrops that contain lead. Be sure to avoid those Stalkers while you're at it!
