I think you can get it as a drop from certain monsters. Not 100% sure which ones, tho!
I remember getting a sash by crafting it at the shops. Gather materials from enemy drops, and you should be good to go.
You can find a sash in the Shaikos Ruins or just buy one from certain vendors later in the game. Happy hunting!
