You can buy swords from the Noro NPC at the CCG base. Easy to find, hard to miss.

You can buy swords from the weapon shop near the spawn area in Ro-Ghoul. Just look for the NPC with a sword icon above their head!
I bought my sword at the CCG base. The NPC there has a decent selection. Trust me, it makes a difference in fights.
