From my own submarine exploits, I've consistently found gel sacks chilling in the Sparse Reef biome. They're crucial for aerogel, so get collecting!
Gel sacks mainly hang out in the Jellyshroom Caves and Sparse Reef. They look like purple bags of jelly and are pretty hard to miss once you spot the first one.
Just dive into the Jellyshroom Cave and you'll trip over 'em. They're everywhere!
