You take them to Poe Collectors scattered around Hyrule. They're not hard to spot once you know what you're looking for.

Gotta love those spooky Poes! In Tears of the Kingdom, you can take Poes to Poe Souls Collectors. These fellas are super into all things creepy and will happily take those Poes off your hands. Look for them in some of the game's darker and more mysterious locations - they're the ones who look like they could use a friend or ten.

Poe Collectors are your go-to. Found my first one by accident when I was exploring a cave. Creepy dude, but he gave me some cool stuff in exchange.
