They're by the front, but honestly, you're better off hitting up a dedicated game shop for a better selection. Hobby Lobby's more for the impulse buy crowd.

Don't bother, they barely restock. Checked multiple times and it's always the same few packs. Your local game store or even online would have a way better selection.

Last time I checked, Hobby Lobby keeps their Pokemon cards near the cashier or at the front of the store, usually in the collectibles or checkout lanes. It's like they know we can't resist grabbing them on our way out!
