Go to the XMB (cross-media bar) and head over to the 'PlayStation Network' section. You'll find 'Account Management' there!

Just navigate to the 'PlayStation Network' on the main menu, and 'Account Management' should be right there. Easy peasy!

From personal experience, you just need to go to the PlayStation Network on the XMB, then select Account Management. Should be straightforward!
