Where is Doctor Li in Fallout 4?
If you're looking for Dr. Li early on, remember she won't pop up at the Institute until you've made a bit of progress in the main storyline. Before that, you can't find her because she's not 'in play' so to speak. So, keep pushing through those quests, and she'll show up where she's supposed to.

Dr. Madison Li can be found in the Institute, specifically in the Advanced Systems division. After the main quest line progresses enough, she'll be chilling there, tinkering away on her latest project. So, if you're looking to chat with her or need her for a quest, just sneak or waltz into the Institute and head for Advanced Systems.
Isn't she somewhere in Rivet City? Just kidding, that's Fallout 3. In Fallout 4, she's 100% in the Institute. All about that tech life now.
