It's simple: go through Green Hill Zone and find the Emerald Hill portal. Happy speeding!
In my experience, you just need to clear Green Hill Zone and its obby, and then boom, Emerald Hill is unlocked.
You can find Emerald Hill in Sonic Speed Simulator by unlocking the first zone, Green Hill, and then completing the obby portal at the end of it.
