Foothills 3 in Merge Dragons is a bit of a sneaky level to find if you're not paying attention! It's nestled in there after you complete Foothills 2. Basically, keep advancing through the levels, and you'll unlock it as you progress. The game does a pretty good job of guiding you to it, so long as you're clearing the fog and completing levels.

Just keep playing! Foothills 3 will show up after you beat the previous levels. It's all about progression.
