You can find Ice Cavern in the Peacekeepers World by heading to the right after you enter Peacekeepers, past the cannon, and following the path around the cliff! Keep an eye out for ice blocks to know you’re on the right track.

Just go right when you enter Peacekeepers, past the cannon, and you'll hit Ice Cavern.

I got to Ice Cavern by heading right from the Peacekeepers balloonist, just follow the cliff around.
