I found Katie after several attempts. She's at the Avispa Country Club alright, near the gym area. It's easier during daytime, and make sure CJ looks decent with a high sex appeal. Worked for me!

Katie can be found chilling in San Fierro, specifically at the Avispa Country Club in San Fierro, chilling on the edge of the golf course. Look for her during the day; she's not much of a night owl.
