King Dorephan hangs out in Zora's Domain, just like in Breath of the Wild. But don't expect him to be in the exact same spot - the world's changed a bit, and so have the royal hangout spots. You're looking for a grand location with lots of water - fit for a king, you know? Dive deep into the domain and you're sure to find him.

Actually, finding King Dorephan isn't as straightforward as you'd think. The game's massive, and characters move around. Last I checked, Zora's Domain was the place, but keep an eye out; the devs love to keep us on our toes!

He's still the king of the Zoras, so where else? Zora's Domain, duh. Look for the biggest, splashiest place there. Can't miss him.
