Liberty City in GTA San Andreas is like that exclusive club everyone knows about but can't just walk into. It mainly appears in a mission called 'Saint Mark's Bistro'. You fly there, do your mission thing, and bam, back to San Andreas. No touristy sightseeing, sadly.

Can't explore Liberty City in San Andreas outside that one mission. It's kinda like being promised a chocolate and getting just the wrapper.

Liberty City does make a cameo in GTA San Andreas, but it's only accessible during the 'Saint Mark's Bistro' mission. You can't just visit it anytime you want, which is a bummer. It's like being teased with just a slice of pizza when you're starving.
