Lou is a bit of a recluse but you can find him chilling in the Watoga Underground. It's basically a fancy name for a parking garage turned raider hideout under Watoga. Just stroll into Watoga, look for the big underground sign, and get ready for a bit of a chit-chat (or shootout, depending on your approach) with Lou. Make sure to bring some firepower; it's not exactly a walk in the park down there.

Found Lou after wandering around like a headless chicken. Trust me, head straight to Watoga Underground. Unlike most characters in Fallout 76, Lou isn't one to roam around. He's got his spot, and he sticks to it - kinda admirable in a wasteland full of chaos.
