Mike Toreno pops up after you get deep into the game. He's that mysterious government agent dude with all the shady jobs. You'll first meet him during the 'Monster' mission in the desert. Just follow the story, and you can't miss him. He hangs around the abandoned airstrip you buy in the desert area.
