Packie McReary from the good ol' GTA IV days? You can find him in Los Santos ready for some heist action. Specifically, keep an eye out for a random event happening in South Los Santos near Franklin's original house. You'll see him being held at gunpoint outside a drug store, ready for you to rescue. Save him, and he'll be available as a crew member for your heists. Pro tip: Keep your ears and eyes open; these random events don't have a set time, they just... happen.

Actually, finding Packie is more about luck and timing than anything else. Just drive around South Los Santos, and if you're lucky, you'll bump into him. No need to camp out or anything.

Ppl make too big a deal about finding Packie. Just play the game and you'll run into him eventually. Not like he's hiding under a rock or something.
