Samuel is chillin' at Foundation. It's that settlement filled with the hopeful survivors in the south part of the map. Just stroll into Foundation, and you'll likely find him wandering around or standing near the entrance. He's your go-to guy for some cool items in exchange for gold bullion.

Foundation, but honestly, why bother? Dude just stands there offering the same old stuff. Better to explore the wasteland for real treasures.
