Don't even bother looking for Sanemi. Focus on leveling up and you'll find him eventually.

I found him at the Slayer HQ! He's a bit elusive but that's your best bet.

Hey, Sanemi is often found near the Slayer Corps Headquarters. Look around there, he tends to hang out near the training grounds!
