Pacific Standard Bank, hands down the best heist location. It's on Vinewood Boulevard. Got busted there so many times, felt like it was my second home!
The bank you're probably thinking of is the Pacific Standard Public Deposit Bank. It's a big part of one of the heists later in the game. You'll find it in downtown Vinewood on the corner of Vinewood Boulevard and Alta Street. Hard to miss once you're in the area, just look for the busiest part of town!
