You can find the Cargo Bay inside the wreck of the Aurora! Just head to the front side of the ship and look for an entrance on the port side, and don't forget your repair tool to get past sealed doors.

It's on the Aurora, usually accessible after repairing the radiation suit. Make sure to bring the propulsion cannon to clear debris!
