Hot take: It's not worth the grind. Just use a regular hoverboard and focus on collecting rare pets instead.
From my experience, the cat hoverboard was unlocked after I achieved Mastery Level 99 with my cat pets. Took a while, but totally fun!
To get the cat hoverboard, you need to complete the 'Cat Mastery' achievement. It takes some patience, but it's worth it!
