Mount Gordo, folks! Make sure to visit at the witching hour, between 23:00 and 0:00. It's one of those things you see, and then you're running down the mountain faster than you climbed up. Pro tip: bring a parachute for a quick escape.

No need to call the Ghostbusters yet! The ghost you're looking for can be found on Mount Gordo, between 23:00 and 0:00 in-game time. Just head to the east side of the mountain, and you'll see the apparition of Jolene Cranley-Evans, hovering over a rock with the word 'JOCK' written in blood. Creepy stuff, but a cool Easter egg!
