Short answer: The Green Sabre isn't a car you can just find and drive. It's part of a specific mission. So, no joyriding in that infamous car outside of the mission, sadly.

Honestly, I think everyone remembers the Green Sabre more for the drama than the ride itself. It's key to the plot, not the garage. Don't waste hours looking for it; the game's got tons more to offer.
