Found it after an embarrassingly long time wandering around. It's in the Cambridge Polymer Labs for real, just like everyone says. Thought I could sneak around the quest, but nope, you gotta do the work and get through the quest line in the lab. That isotope sample is key for some cool crafting, so grab it and run!
