The mine in GTA 5 you're looking for is called the Davis Quartz quarry. It's located in the southeastern area of the map, near the highway that loops around the eastern part of San Andreas. Just look for a large, open-pit mine that's hard to miss once you're in the area. If you're into exploring, there's also an abandoned mine shaft nearby, which is part of a mission.
