It's hidden under the main bridge. Go to the Adoption Island and you'll see a door under the bridge. Easy peasy!

The Neon Cave is under the main bridge, right in front of the nursery building. Look for a door in the middle of the bridge!

I was wandering around forever before I found it鈥攋ust head to the main bridge in Adoption Island and go underneath. You'll see a door there leading to the Neon Cave.
