It's smack dab in the middle of the desert, north of Los Santos. Look for a big, imposing building surrounded by high fences and guard towers. That's your ticket to a 5-star wanted level if you're not careful.

Just open your map and look for the large, gray complex in the Blaine County area. Can't miss it. Drive cautiously unless you want to get up close and personal with the LSPD.
