Just look on the Town Map once you're Level 16—it should be right there, near the supermarket.

Pro tip: The restaurant won't appear until you hit Level 16. Once you reach it, you'll find it on the Town Map ready to build.

You can build the restaurant from the Town Map for 10 LP once you've reached Level 16. It's next to the Promotions R Us store!
