In New Atlantis, the ship technician is near the landing pad in the spaceport area. Easy to miss, but worth finding!
The ship technician can usually be found at spaceports and major settlements. Look for them near landing pads or hangars!
In my experience, the ship technician is always in the main hub of a spaceport. Look for the guy with tools and a cool jumpsuit.
Honestly, just walk around the landing area; they aren't hiding. They're there to help you trick out your ship.
