From my experience, the shovel is hidden pretty deep in a cave system towards the northwest. Make sure you're well-prepared before you venture in鈥攆ood, water, and weapons are essential!
No shovel needed, just use your hands!
You'll find the shovel in a cave system east of the crash site. Bring some light sources and weapons鈥攊t's dangerous down there!
