Look near the 1040 Safe House or around the Navy Plaza Control Point. He likes to hang around there frequently.
He's often hiding near the Jefferson Trade Center, south of the White House. Look around the alleyways!
Honestly, he's a bit of a sneaky guy, but try the area just west of the Theater Settlement. Found him there a couple of times!
