Check the northern coastline. Look for a cluster of trees; the bunker’s entrance is camouflaged there.

It's just north of the snowy mountains. Dig around near the circular clearing with the fallen trees. Found it on my third try!

Honestly, it's close to the western edge of the map. Follow the trail of cannibal camps—those guys always know where the good stuff is.
