Tongva Hills? It's basically west of the city, near the ocean. If you hit the military base, ya went too far. It's where all the rich virtual people pretend to go hiking.

Tongva Hills in GTA 5? You'll find this scenic area in the western part of the map, nestled between the Pacific Ocean and the Vinewood Hills. It's like the game's version of Napa Valley but with more dirt bikes and fewer wine tastings. Great spot for high-speed chases or a leisurely drive through the countryside, depending on your mood (and whether the cops are after you).

Just use the in-game map lol. It's not hidden or anything, just west of Los Santos.
