Definitely build in the Grassy Plateaus! You’ll find more resources there, and it’s still relatively safe from big predators.

Just build wherever you can find a good flat spot. You'll outgrow your first base quickly anyway.
I highly recommend the Kelp Forest. It’s close enough to the surface and has plenty of Creepvine and other resources you’ll need early on.
The safest bet is to start in the Safe Shallows. You have easy access to basic materials and it's close to your Lifepod!
