Just loot everything! Clothes are literally everywhere in Fallout 4. Killed a raider? Check their pockets. Found an abandoned house? There's probably a wardrobe with something snazzy. Sometimes, the best outfits come from the least expected places.

Seriously, don't overthink it. Diamond City has some decent shops, but it's the apocalypse. You're supposed to look a bit rough around the edges. Plus, killing super mutants in a tux? Badass.
