You can buy a dog from a guy named Gene who randomly wanders the Commonwealth. He'll sell you a dog that looks just like Dogmeat for 250 caps. Keep an eye out on the roads and near settlements, 'cause he doesn't have a fixed spot.

Actually, another way to get a dog is by capturing one in a Cage, using the Wasteland Workshop DLC. It's a bit more work, but hey, it's another furry friend for your settlement!
