I got my best legendary from a player vendor. It was pricey but totally worth it. Don't underestimate the power of shopping around in other players' camps!

Honestly, just grind events and quests. Best way to get exactly what you want without breaking the bank on caps. Plus, it's more satisfying when you earn that OP weapon yourself.
