To disable DirectX 12 in The Division 2, go to the game's settings menu. Then, navigate to the 'Graphics' tab and switch the 'Renderer' option from DX12 to DX11. Save and restart the game, and you should be set!

From personal experience, you need to go to the game settings, then graphics, then change the renderer option from DX12 to DX11. Don't forget to restart the game after that!
