I've had the most luck finding ship battles in the border zones between the major factions. Those areas tend to be hotly contested with lots of skirmishes.
Out in the Free Star Collective systems, you can find a lot of rogue ships and pirate fleets eager to engage. It's always a good time!
The best place to find a ton of ships to fight is definitely around the major trade routes and spaceports. Just hang out for a bit and you'll spot plenty of action.
