If you're getting desperate, try the docks. Found my first cormorant there just chilling on a railing.

Finding a cormorant in GTA 5 isn't as tricky as it sounds, but you gotta know where to look. Head over to the coastal areas, especially around the northern parts of the Alamo Sea or along the shores of Paleto Bay. These birds love hanging out near water, so keep your eyes peeled near lakes and rivers too. If your timing's right, you'll spot these feathery critters chilling or flying close to the water's surface.

FYI, night time is NOT the right time for cormorant spotting. Early mornings worked best for me – less traffic, more birds. Good luck!
