Honestly, finding a helicopter in GTA San Andreas is kinda overrated. Why fly when you can cause chaos on the ground? Stick to the streets, friends.

Helis in San Andreas? Easy peasy. Head over to the top of the tallest building in downtown Los Santos. You'll find a helicopter waiting just for a badass like you. Just make sure to land without turning it into a fireworks show.
