The best places to look for power armor in Fallout 4 are near military sites and inside abandoned buildings. You'll often stumble upon them while exploring. Honestly, just buy the game guide or use a map online. They list all the exact locations, so you don’t have to roam aimlessly hoping to trip over a T-60.
Another solid strategy is to track down the Brotherhood of Steel. As you progress in their storyline, you'll get access to more power armor. Plus, sometimes you can find power armor just standing around in the open, especially near downed Vertibirds. As someone who's spent WAY too much time in Fallout 4, my best find was a full set of X-01 in a locked cage near the South Boston Military Checkpoint. It might not spawn for lower levels, but it's a gem for those prepared for a tough fight!
