Just wander around the desert areas. Anubis isn't that hard to find if you're actually looking.
I caught my Anubis near an old ruin in the desert during a storm! It was totally by accident but seems like extreme weather might just be the trick to find them. Make sure you're well equipped before you head out there; the desert can be unforgiving.
Honestly, just trade for it. It's way easier than chasing shadows in the desert.
